At the moment, I do not know of any gun WW2 emplacements at Long Beach.  There may have been antiaircraft guns there during WW2 and probably in 1950-1954 before the Nike missile base was finished.

The Army was waiting for the German Navy to sail towards NYC.  The U-Boats came as a surprise and other techniques were learned from the British.
German submarines were lurking off the US East Coast, but probably would be impossible to see from a fire control tower.  The US Army built these defenses to guard against German warships.  The U-boats were an unexpected surprise, and other technology such as sonar, hydrophones, magnetic loops, patrol planes, HF-DF stations, and decoded Enigma radio messages proved much more effective.
The actual designation of  fire control towers was that they were built to direct gunfire from the guns of Fort Tilden. (and not lookouts for Submarines)
